A number of California state departments are in early stages of workforce planning. However, they are not doing enough. The volume of retirements facing the state workforce in the near future warrants a thorough, informed and coordinated response. A recent report by the California State Auditor found that five large departments (DPH, DHCS, OES, DSS and Caltrans) facing high retirement rates have insufficient or altogether nonexistent workforce or succession plans. Other State departments appear to be in the same boat.

In the absence of such information, Local 1000 will continue to track departmental statistics. Moreover, the Union is working to obtain what information departments do have, and will update you as this information becomes available.

Information Technology "Skills Gap"

A 2006 study projected that, within the next four years, the number of employees working in certain skill sets would fall short of the state's needs by the following percentages:

  • IT architecture: 37%
  • Information systems analysis: 30%
  • Application development: 29%
  • Enterprise system support-hardware: 25%
  • Network infrastructure administration: 25%
